Level 2 Wings and Level 2 Capes
Loch's Feather makes a wing, Monarch's Crest makes a cape. Both eat a level 1 wing, and the drop is best in the VIP Arena.
Every wing is born at the Chaos Machine, with NPC Chaos Goblin in Noria (180, 102). The level 1 wing is the fuel for both recipes — it is eaten either way.
Loch's Feather makes a wing. 
Monarch's Crest makes a cape. Your class decides which of the two you can wear.

- 1 Level 1 wing from any class
- 1 Loch's Feather
- 1 Jewel of Chaos
Optional, raises the rate
Intermediate Spirit Stone and Talisman of Luck
Loch's Feather drops on almost every map, but the rate is far better on the Arena map (VIP). In the machine pick Wings and then 2nd Wings.

Monarch's Crest follows the same drop rule as the feather. In the machine pick Wings and then 2nd Cape.

The percentage shown in the game interface is not the one the server applies. These are the real ones:

What pushes the rate up: the refinement level of the items, how many options they carry, and the optional items in the combination.
